MAIN PURPOSE OF THE ROLE
The purpose of the Program Manager is to be responsible for the overall implementation of the program and stakeholder engagement related to the program. The role is to support in providing oversight and offer leadership, guidance, and stewardship to further the program’s mission and achieve its’ key deliverables in assisting communities and addressing social and humanitarian challenges.
Minimum Requirements:
Education:
o Minimum of a bachelor’s degree in public health, Health Administration, Management, Social Work of Business Administration, with a specific focus on public health, social services or a related field.
o A post-graduate qualification in a related field, or Program Management would be an advantage.
Experience:
o Minimum of 5 years’ experience as a Program Manager, or a similar role of a large program or activity related to PEPFAR, USAID, OVC either internationally or locally funded.
o Demonstrated experience in leading public health projects, including orphan and vulnerable children projects.
o Demonstrated experience in managing local and internationally funded donor projects.
o Demonstrated experience in managing large budgets.
o Demonstrated experience in managing large teams.
Competencies / Skills / Attributes / Knowledge:
o Demonstrated ability to develop and manage relationships with a wide range of stakeholders including NGO partners and national and local government institutions at all levels.
o Understanding and knowledge of the South African social services and healthcare delivery system.
o Demonstrated working knowledge of OVC Programming.
o Demonstrated working knowledge of South Africa’s health and social service information systems and monitoring and evaluation processes.
o Strong leadership and people management skills.
o Excellent project management skills, including budgeting, planning and risk management.
o Strategic thinking and problem-solving skills with the focus on innovation and continuous improvement.
o Excellent communication skills, both written and verbal.
• Ability to speak local languages within the province you are applying for.
Working Environment:
o Support program teams based in other regions as and when needed.
o Follow a hybrid model of remote and office-based attendance as per company policy.
o Participate in high level on-site based activities to support program and implementation which include donor or other stakeholder site visits.
o May be required from time to time to travel to events outside of the normal office environment.
o May be required from time to time to participate in events and sessions outside of normal working hours.
Additional Organizational Requirements:

o Lead the development of program policies, SOP’s and documents for program implementation.
o Lead overall program performance and provide guidance aligned to donor expectations.
o Lead high quality and results oriented activities to achieve the objectives and desired results of the program.
· Internal Organisational Processes- Comply with HIVSA Policies and processes.
· People Culture –
o Lead program staff employment, advertising, shortlisting, and interviewing of new staff.
o Lead program performance management and address non-performance.
o Lead team capacity development and orientation aligned to job requirements.
o Ongoing leadership skills development amongst program management that is aligned to HIVSA values.
o Manage and supervise staff ensuring they have the required support, resources, and guidance to carry out their duties.
o Manage the team and their performance to support the achievement of program objectives.
o Responsible to build an engaged and committed culture within HIVSA committed to the values and mission of the organization.
o Foster a positive and productive work environment that encourages collaboration and professional growth.
