MAIN PURPOSE OF THE ROLE
The overall purpose of this role is to organize and coordinate procurement operations and procedures to ensure organizational effectiveness and efficiency.
The role is responsible for sourcing goods and services needed for the organization’s operations.
Overall, the role of the Procurement manager involves planning, supplier management, cost control, risk management, and quality assurance to ensure that the organization’s procurement needs are met efficiently, effectively, and in accordance with its objectives.
Minimum Requirements:
· Education:
o Minimum of a matric qualification.
o A Diploma or Bachelor’s degree in Supply Chain Management, Logistics or a related field would be an advantage.
· Experience:
o Minimum of 3 – 5 years working experience in an accounting and / or procurement environment.
o An advantage to have previously worked with USAID or other NGO’s.
· Competencies / Skills / Attributes / Knowledge:
o Maintain confidentially given the nature of the information being worked with.
o Demonstrated ability to develop and manage relationships with a wide range of stakeholders.
o Good decision making and problem-solving skills with the focus on innovation and continuous improvement.
o Excellent communication skills, both written and verbal.
o Detail and accuracy oriented.
o Good time management skills, ability to prioritize tasks and work towards deadlines and work under pressure.
· Working Environment:
o The role is not based in Johannesburg, therefore the incumbent may be required from time, to attend meetings at HIVSA’s Head Office located in Aeroton, Johannesburg.
o Follow a hybrid model of remote and office-based attendance as per company policy.
o Participate in high level on-site based activities to support program and implementation which include donor or other stakeholder site visits.
o May be required from time to time to travel to events outside of the normal office environment.
o May be required from time to time to participate in events and sessions outside of normal working hours.
· Additional Organizational Requirements:
o Valid driver’s license required.
Key Performance Areas:
· Strategy – Implementation of financial strategy in three areas;
o Strategic Sourcing and Vendor Management,
o Budget Planning and Cost Control, and,
o Compliance and Risk Management
· Financial Management – Budgets , Record and maintain financial transactions,
· Stakeholder Engagement and Management –
o To build and maintain relationships, and provide support to HIVSA’s stakeholders – the internal HIVSA staff, as well as external stakeholders such as donors, funding agencies, IDC, USAID etc
· Product and Services –
o List of preferred supplier’s database
o Coordinate and manage the procurement and dissemination of goods and services process
Maintain HIVSA supplier contracts and / or agreements:
o Tender process
o Procurement
o Record keeping
o Meetings and reporting
· Internal Organisational Processes-
o Procurement Policies and Procedures:
o Mitigate and prevent risk through all activities and controls:
o Visit and review potential new sites for budgeting requirements and available suppliers
· People Culture –
o Support HIVSA staff to ensure they have the required resources, and guidance to carry out their duties.
o Manage tasks and performance to support the achievement of objectives.
o Participate in building an engaged and committed culture within HIVSA committed to the values and mission of the organization.
